Incumbent Data Element Dictionary

Overview

The Incumbent Data Element Dictionary was originally prepared by the Treasury Board Secretariat and then turned over to Public Works and Government Services for updating and maintenance. It's purpose is to identify and define all the data elements in the Incumbent System and identify the source of the information stored in each data element and/or the rules by which the information is generated. Where the values of a specific data element are numerous a reference is made to other documents rather than repeating the information here. As an aid to analysts and programmers reference is also made to the location of the data element on the redesigned Incumbent Master and also on other files.

Definition	Census metropolitan areas (CMAs) and census agglomerations (CAs) are assigned three-digit codes that uniquely identify each metropolitan area in Canada. The first digit is the same as the second digit of the province code in which the CMA or CA is located. If a CMA or CA spans a provincial boundary, then the province code assigned represents the province with the greater proportion of urban core population. Codes for CMAs or CAs in the Yukon Territory and the Northwest Territories begin with the "9", the same digit as those located in British Columbia. Census Agglomeration (CA) A census agglomeration (CA) is a large urban area (known as the urban core) together with adjacent urban and rural areas (known as urban and rural fringes) that have a high degree of social and economic integration with the urban core.
