Mandate

The Canadian Human Rights Commission both administers the Canadian Human Rights Act and has a monitoring and enforcement role under the Employment Equity Act. 

The Commission is composed of a Chief Commissioner, a Deputy Chief Commissioner and not less than three, or more than six others.  It meets regularly to decide on individual complaints, employment equity audits, and approves Commission policies.

The Canadian Human Rights Commission (CHRC)'s founding legislation inspires a vision for Canada where "all individuals should have an opportunity equal with other individuals to make for themselves the lives that they are able and wish to have", free from discrimination. The CHRC works with employers, service providers, individuals, unions, governmental and non-governmental organizations, provincial and territorial human rights bodies -- to foster understanding and commitment for achieving a society where human rights are respected in everyday practices.

The Commission is working within a new service delivery model that provides discrimination prevention initiatives, modern dispute resolution approaches for addressing inquiries and complaints, as well as regulatory, policy and knowledge development. Enhancing employment equity in federally regulated employment sectors for women, Aboriginal peoples, persons with disabilities and members of visible minorities is also a key function. Internationally, the Commission's strong leadership role includes chairing the International Coordinating Committee of National Institutions for the Promotion and Protection of Human Rights, within the United Nations.

The Centre was created in July 2000. Advise that our Commissioners on the basis of Canada's Specific Claims Policy published in 1982 and subsequent formal amendments or additions as announced by the Minister of Indian Affairs and Northern Development (hereinafter "the Minister"), by considering only those matters at issue when the dispute was initially submitted to the Commission, inquire into and report on: a) whether a claimant has a valid claim for negotiation under the Policy where that claim has already been rejected by the Minister; and b) which compensation criteria apply in negotiation of a settlement, where a claimant disagrees with the Minister's determination of the applicable criteria.

The Registry of the Competition Tribunal (RCT) is a small federal organization with one service line – providing support to the Competition Tribunal in support of its business line – the hearing of applications and the issuance of orders related to the civil reviewable matters set out in Parts VII.1 and VIII of the Competition Act, whose purpose is to maintain and encourage competition in Canada, and to ensure that firms compete fairly and markets operate efficiently. The Court has but one function, which it discharges solely independent from government and its departments.

The RCMP External Review Committee is an independent agency reporting to Parliament through the Minister of Public Safety Canada. The functions of the Committee are defined in the Royal Canadian Mounted Police Act. The Committee reviews certain types of grievances as well as appeals of disciplinary decisions and discharge or demotions decisions affecting members of the RCMP. The external adjudicative review by the Committee in this labour relations system aims to promote the transparency of the decision-making process in the RCMP as it ensures a neutral and impartial review of cases.
