Performance Results: In fiscal year 2010-2011, CSC received 604 formal requests under the Access to Information Act. Compliance rate for fiscal year 2010-2011 was 84%.

Other Information: Access to Information requesters are contacted on a regular basis, as part of our Duty to Assist, and encouraged to reduce the scope of requests whenever additional fees are to be charged, for example, search fees on vague requests; search and preparation; photocopying fees where requests are voluminous.

The service standard is established by the ATIA and the Access to Information Regulations.  Consultations with stakeholders were undertaken by the Department of Justice and the Treasury Board Secretariat for amendments done in 1986 and 1992.

Green Procurement

As per the CSC Sustainable Development Strategy (SDS) for the period of 2007-2010, referred to in the 2010-2011 Report on Plans and Priorities (RPP), our targets were twofold; (1) March 20101, we will develop and publish an internal policy on Green Procurement; (2) By March 20102, 50 percent of our purchasing officers will receive training on Green Procurement.

CSC is currently finalizing its SDS for the period of 2011-2014 and it will include targets.  CSC’s 2010- 2011 RPP also indicated that we will develop the methodology and processes for collecting data on benchmarks and targets for Green Procurement and will report on the results in the 2011-2012 Departmental Performance Report.

CSC procurement processes already include consideration of green procurement such as in the use of mandatory standing offers. Upon finalization of the Policy, procurement processes and controls will be reviewed in detail. Materiel management system changes will be required and have been included in an upgrade scheduled for early 2012.

Financial and Materiel Management System changes will be required before CSC can efficiently and accurately track progress in this area. The changes required have been identified and will be included in an upgrade in early 2012.

CSC is making use of green procurement mandatory standing offers. The total value of call-ups against green mandatory standing offer agreements was over $7.5 million for 2010. The system changes noted above will allow for accurate tracking and monitoring of available standing offers.

In December 2008, the Office of the Auditor General tabled its report, including a chapter (7) on the Economy and Efficiency of Services - Correctional Service Canada. The Standing Committee on Public Accounts (PACP) released its 15th report in June 2009 as a result of this chapter. A final status report was tabled in November 2010.

In April 2010, the Standing Committee on Public Safety and National Security (SECU) tabled its 1st report, Prison Farm Closures and Food Provisionment. A government response was developed and was tabled in the House of Commons on September 20, 2010.

Response to the Auditor General (including to the Commissioner of the Environment and Sustainable Development)

In February 2009, the Auditor General of Canada tabled her December 2008 report in the House of Commons. As noted in the previous section, Chapter 7 related to CSC. In its response to the Auditor General’s report, CSC agreed to all five recommendations and committed to address them by March 31, 2010. All recommendations were fully implemented by the end of 2010-2011. The OAG‘s report, including CSC’s response can be found at:

In addition, the December 2008 annual report of the Commissioner of the Environment and Sustainable Development (CESD) made reference to CSC, more specifically with respect to the following commitment: “Reduction of water consumption via the implementation of multiple measures to conserve potable water. By March 2010, CSC will reduce its potable water consumption by 10 percent.”

The audit observed that because of a lack of accurate monitoring and reporting by its facilities, CSC is unable to reliably track progress on its commitment. Since the time of the audit, measures have been taken to enhance our ability to track progress on our commitments and we remain on track to meet our reduction target. The CESD report can be found at:

External Audits: (Note: These refer to other external audits conducted by the Public Service Commission of Canada or the Office of the Commissioner of Official Languages)

In November 2010, the Office of the Commissioner of Official Languages tabled in Parliament Volume II of its Annual Report for 2009-2010 including the Report Card.

CSC’s overall rating was ‘D’ or ‘poor’. CSC acknowledged the results and committed to making improvements. A result-based official languages improvement action plan aimed at addressing the weaknesses identified was developed. This plan, approved at the National Human Resource Management Committee in January 2011, is currently being implemented. It includes amongst other topics a robust monitoring of the active offer across the Department which includes:

  • A monthly monitoring of in-person and by-phone active offer at all sites, with a compliance report produced and shared with the Executive Committee members on a quarterly basis.
