3. The Minister of AANDC was responsible for economic development in the North at the time of the development and approval of the territorial investment plans in 2009-2010. Subsequently, the Agency was created in 2009 and in 2011 the responsibility for CanNor was assigned to another Minister, the Minister of Health Canada and the Canadian Northern Economic Development Agency.
