Action Plan
1. Establish environmental baseline through various initial studies and projects. EAs are required for the following projects: to deploy buoys; conduct pilot projects/pilot evaluations; and initial surface of the lake sweeps for projectiles; projects relating to icing studies; and projects relating to sub-surface recovery of projectiles operations. Some of the studies and EAs are under way and are covered by the standing agreement between Environment Canada Quebec Region (ECQR) and DND. The agreement is to deliver a complete environmental assessment for all and each sub- component project required to de-ammunition the Lac St. Pierre Range. This agreement spans an initial three-year period ending in FY 2005; 2. Develop and implement a water quality sampling protocol to monitor the water for dissolved energetic materials and other changes that may result from the de-ammunitioning work. This needs to be progressed and an on site water quality baseline needs to be established before any work is undertaken that could have an impact on the water; 3. Conduct/deliver the EA for the deployment of the demarcation buoys/deploy the buoys. This is the first significant physical step that needs to be undertaken, before any actual de-ammunitioning work is undertaken. This is a due diligence and work safety requirement; 4. Conduct/deliver an EA to carry out a pilot and initial evaluation of a limited scope recovery of projectiles on the surface of the lake’s bottom to prove the concepts involved. These pilots and evaluations will involve the recovery of projectiles in a number of different areas on the surface of the lake’s bottom. Specifically to address the issues of environmental impact, human safety factors and recovery/disposal system controls and methods; 5. Amplify the previous EA as and as necessary prepare for the next major step of removing ammunition from the surface through a full scale project. If possible and practicable, as demonstrated by pilot projects, carry out the de-ammunitioning of UXOs found on the surface of the lake’s bottom and establish a recovery system barrier at the downstream end of the range, the width of the recovery barrier needs to be determined; 6. Conduct studies relating to the icing of the lake’s bottom and establish the maximum ice depth; from it deduce the required depth, including a significant safety factor, on which the modified level two clearance will be based to reduce the vertical transportation of UXOs from the subsurface to the surface of the lake’s bottom to prove the concepts involved and ensure that the de-ammunitioning clears the area for the unrestricted safe use for recreational purposes; 7. Conduct/deliver an EA to carry out a pilot and initial evaluation of a limited scope of projectiles on the subsurface of the lake’s bottom to specifically address the issues of environmental impact, human safety factors and recovery/disposal system controls of subsurface projectiles to the depth determined from 6 above; and 8. Modify the previous EA as and if necessary. When possible and practicable, as demonstrated by pilot projects, carry out the full-scale project to de-ammunition of the UXOs found below the surface of the lake’s bottom, to a safe depth to be determined from icing studies.
