Modification to the administrative procedures, to implement retroactive lump sum equalization payments

CIRCULAR NO.: 1992-1

This Circular follows and is intended to modify Bulletin No. 90-18 which outlined administrative procedures to implement Treasury Board Decision 813048 of January 25, 1990.

As per Bulletin 90-18, former employees no longer appearing on DSS's Master File had until March 31, 1991 to submit a request in writing to their last employing department to obtain their appropriate equalization payment.

Further to requests received from former employees who only became aware of their entitlement after the deadline date, it was decided on December 11, 1991 to pay retroactive equalization adjustments to these former employees.

Therefore, Departments are hereby requested to process written requests received after March 31, 1991 from eligible former employees.

Such requests should continue to be processed until such time as the Human Rights Tribunal renders its decision concerning the complaints filed by the Public Service Alliance of Canada and the Professional Institute of the Public Service of Canada on behalf of nine predominantly female occupational groups.
