Fort Simpson Tank Closure Report_Final rev.pdf can be accessed via the following link: https://gcdocs.gc.ca/tpsgc-pwgsc/llisapi.dll/Overview/291610013 Dillon Consulting Limited (Dillon) was retained by Public Services and Procurement Canada (PSPC) on behalf of Real Property Services (RPS) Asset and Facilities Management Services (AFMS) to conduct a Phase II Environmental Site Assessment (ESA), and soil remediation program at a vacant government residence located at 10110 99 Avenue in the Village of Fort Simpson, Northwest Territories (herein referred to as the site). The Phase II ESA took place on September 22, 2020 and the remediation and confirmatory sampling activities occurred on October 29, 2020. On September 22, 2020, Dillon field personnel visited the site and collected ten shallow soil samples in the vicinity of a former heating fuel tank to assess contaminants of concern. Samples were analysed for petroleum hydrocarbons (PHCs). Based on the analytical results, an impacted area estimated at less than 1 m3 (PHC fraction F1, F2 and F3) was determined to be located on the southwest corner of the house. The remediation work occurred on October 29, 2020, and included the remedial excavation of the impacted area. Confirmatory soil samples were collected from the four walls and base of the excavation area and analysed for PHCs. Approximately 1.3 metric tonnes (MT) of impacted soil was excavated, stored in commercial soil bags, and removed from the site. The impacted material was transported to a licensed off-site waste disposal facility, KBL Environmental (KBL) in Yellowknife, Northwest Territories for disposal. Based on the laboratory results of the confirmatory soil samples, none of the samples exceeded the applicable Tier 2 Canadian Council of Ministers of the Environment guidelines. Overall, the objective of the remedial program was met. The excavation was lined with a 10 mil. polyethylene liner and backfilled using clean native sandy soil. The backfill material was also sampled and analysed for PHCs, polycyclic aromatic hydrocarbons (PAHs) and metals. The backfill analytical results showed no impacts and satisfied environmental quality backfill requirements.
