Management Accountability Framework: Historical Trend Report Round 7, 2009/2010 Compared with Previously Assessed Round, Statistics Canada

This table divides 19 areas of management into four groups: core, department-specific, remedial and rotational.

First, the Core group:

Area 1, Values-based Leadership and Organizational Culture, was assessed by TBS, was not self-assessed by the department, rated strong in the last round, rated strong in the current round, but the two rounds cannot be compared because of, for example, methodology changes or unrated areas of management.

Area 6, Quality and Use of Evaluation, was assessed by TBS, was not self-assessed by the department, rated acceptable in the last round, and rated acceptable in the current round.

Area 9, Effectiveness of Corporate Risk Management, was assessed by TBS, was not self-assessed by the department, rated acceptable in the last round, and rated acceptable in the current round.

Area 10, Excellence in People Management, was assessed by TBS, was not self-assessed by the department, rated acceptable in the last round, and rated strong in the current round, but the two rounds cannot be compared because of, for example, methodology changes or unrated areas of management.

Area 17, Effectiveness of Financial Management and Control, was assessed by TBS, was not self-assessed by the department, rated acceptable in the last round, and rated acceptable in the current round.

Area 18, Effectiveness of Internal Audit Function, was assessed by TBS, was not self-assessed by the department, rated opportunity for improvement in the last round, and rated acceptable in the current round.

The Department-specific group:

Area 12, Effectiveness of Information Management, was assessed by TBS, was not self-assessed by the department, rated acceptable in the last round, and rated opportunity for improvement in the current round.

Area 13, Effectiveness of Information Technology, was assessed by TBS, was not self-assessed by the department, rated acceptable in the last round, and rated strong in the current round.

The Remedial group:

Area 7, Quality of Performance Reporting, was assessed by TBS, was not self-assessed by the department, rated opportunity for improvement in the last round, and rated acceptable in the current round.

The Rotational group:

Area 2, Utility of the Corporate Performance Framework, was assessed by TBS, was not self-assessed by the department, rated acceptable in the last round, and rated acceptable in the current round.

Area 3, Effectiveness of the Corporate Management Structure, was assessed by TBS, was not self-assessed by the department, rated acceptable in the last round, and rated acceptable in the current round.

Area 4, Effectiveness of Organizational Contribution to Government-wide Priorities, was assessed by TBS, was not self-assessed by the department, rated acceptable in the last round, and rated strong in the current round.

Area 14, Effectiveness of Asset Management, was assessed by TBS, was not self-assessed by the department, rated acceptable in the last round, and rated acceptable in the current round.

Area 5, Quality of Treasury Board Submissions, was not assessed by TBS, was not self-assessed by the department, rated acceptable in the last round, and rated acceptable in the current round.

Area 8, Managing Organizational Change, was not assessed by TBS, was not self-assessed by the department, rated strong in the last round, and rated strong in the current round.

Area 15, Investment Planning and Management of Projects, was not assessed by TBS, was not self-assessed by the department, rated strong in the last round, and rated strong in the current round.

Area 16, Effective Procurement, was not assessed by TBS, was not self-assessed by the department, rated strong in the last round, and rated strong in the current round.

Area 19, Effective Management of Security and Business Continuity, was not assessed by TBS, was not self-assessed by the department, rated strong in the last round, and rated strong in the current round.

A total of 13 areas of management were assessed by TBS in the current round. Two were not comparable with the previous round because of, for example, methodology changes or unrated areas of management. Four were improved compared with the last round. Six were unchanged from the last round. One was rated lower than in the last round.
