Title Legislative Counsel
Duties 1) Working with departments to draft new or amending legislation to meet the government’s legislative agenda and assisting them in shepherding proposed legislation through the internal approval processes. 2) Discussing drafting instructions with departments to assist them to clarify the policy proposals and intention of the legislation. 3) Advising departments on whether legislation is required, how best to achieve a desired policy objective, and any other legislative provisions necessary to enhance or implement a legislative proposal and make it consistent with existing legislation. 4) Providing legal and legal policy advice on proposals for inclusion in legislation. 5) Researching legislation from other jurisdictions as well as legislation reform initiatives and trends. 6) Providing legal advice to the Executive Council Office and the Executive Council and its legislation committees on proposed legislation. 7) Providing legal advice to departments, the Executive Council and to the Legislative Assembly regarding the interpretation and application of legislation and providing other legal services as required. 8) Assisting departments with legislative proposals, and with consultations or other working groups respecting the development of legislative proposals. 9) Assisting Ministers during debate in the process of enactment of legislation in the Legislative Assembly and assisting with briefings on proposed legislation. 10) Assisting in the development and delivery of training programs and material for departmental staff on the development and interpretation of legislation and assisting in special projects within the Legislative Counsel Office to improve services and access to legislation.

Location Whitehorse, Yukon
Salary range The salary, employer-paid benefits and bilingual bonus, if applicable, for the selected candidates will be refunded, in total or in part by the host organization, to the sponsoring organization, in accordance with the Policy and Directive on Interchange Canada.

Requirements of assignment opportunity
Education Bachelor of Laws (LLB) or Juris Doctor (JD)
Experience • Demonstrated experience working with complex legislation as a lawyer. • Fully proficient English language skills (speaking, writing, and reading). • Legislative drafting experience and / or coursework and experience practicing in a public law context are assets.
Knowledge • Solid understanding of the government and legislative processes. • Broad knowledge of statute law, common law and the principles of interpretation of legislation.
Abilities / Competencies • Strong research skills and the ability to quickly understand complex legislative schemes. • Excellent attention to detail and sound analytical problem-solving skills. • Ability to assess the broader implications of legislative proposals. • Ability to work both independently and in close cooperation with others. • Ability to foster good working relationships. • Ability to effectively respond to changing priorities and compressed deadlines on limited notice.
Personal suitabilities • Strong interest in and aptitude for the use of language, being both rigorous and creative, and excellent verbal and written communication skills. • Appropriate tact and discretion in managing challenging and politically sensitive issues.

Conditions (security or medical)

Membership in good standing with the Law Society of Yukon or eligibility for admission to the Law Society of Yukon.

Additional information

This position requires some evening and weekend work, when necessary, along with some travel. This position requires you to work in a bilingual environment. Yukon has broad province-like responsibilities which, combined with the implementation of First Nations Final and Self-Government Agreements, create an exciting and challenging legal environment.
