Living Cost Differential (LCD) Survey Results for Coastal and Interior British-Columbia and Environmental Allowance Classification update

Departments are reminded to distribute this notice to employees at your headquarters and regional offices who are involved in the administration of the isolated posts allowances.

The results of the Statistics Canada survey on the Living Costs Differential (LCD) Indexes for the Coastal and Interior British-Columbia region conducted in were recently communicated to the National Joint Council Isolated Posts and Government Housing Committee (NJC-IPGHD). A total of twenty-six (26) isolated posts were involved in this review.

The results below combine the recent survey results with a revision of the rates published in . Ten (10) locations were subject to a classification increase when they should have been decreased in accordance with the results provided by Statistics Canada and the decision made by the NJC Isolated Posts and Government Housing Committee in 2008.

These changes will be effective for the Isolated Post which had a classification increase in the LCD level as per 2.11.2 of the NJC Isolated Posts and Government Housing Directive (IPGHD). Please note that for the twelve (12) locations which decreased, notification must be provided to employees as the effective date of the changes will be the first day of the fourth calendar month after the month in which written notification was received as per 2.12.4 a) of the NJC-IPGHD. Departments shall provide a written notice to each employee affected by the change within 60 days of receiving this notification, pursuant to section 2.12 of the IPGHD. An email message is considered an acceptable written notice. Details regarding the methodology can be found in the "Guide to National Joint Council Rates and Allowances".

In addition, the environmental allowance (EA) classification levels for the following locations have been amended following a review.

  • Fraser, BC has been decreased by 1 level from EA 4 to an EA 3. This change was based on all weather road access which previously listed Fraser as being more than 803 KM from a population centre of 15,000. Fraser is situated 144 KM from Whitehorse, Yukon and therefore was reduced by 15 points. 105-15 = 90 points EA = 3
  • Stewart, BC has been increased by 1 level from EA 2 to an EA 3. No points were given for all weather road access. Stewart is between 483 KM and 803 KM from a population of centre of 15,000. 60 + 10 = 70 points (EA 3). This change is effective as of .
  • Fort Albany, ON has been decreased by 1 level from EA 4 to an EA 3. When comparing Moose Factory, ON and Fort Severn, ON it was determine that the location should be classified as an EA 3 when it was previously listed as EA 4.

For both, Fraser, BC and Fort Albany, ON, the changes will be implemented in accordance with section 2.12.3 of the Isolated Posts and Government Housing Directive. The amounts provided to employees will be reduced to $6417.50 (With dependants) and $3850.50 (without dependants) on the first day of the fourth calendar month in which written notification was received. These two locations will be decreased to the EA 3 rate on the first day of the 13th Calendar month. Departments shall provide written notice to each employee affected by the change within 60 days of receiving this notification, pursuant to section 2.12 of the IPGHD.
