The graph demonstrates the following:

• Actual spending increased from 2008–09 ($1,754,505 thousand) to 2009–10 ($2,068,107 thousand)
• Actual spending increased between 2010–11 and 2011–12 from $1,968,479 thousand to $2,192,869 thousand.
• The graph presents planned spending from 2012–13 to 2014–15 based on currently approved authorities and decreases from $2,277,240 thousand in 2012–13 to $2,267,281 thousand in 2013–14 and again to $2,258,381 thousand in 2014–15.

Actual spending for 2008–09 has been restated from the 2010–11 Departmental Performance Report for consistency in presentation.
