Figure 1: How the Secretariat Works with Organization

This diagram illustrates how the Secretariat works with organizations to fulfill its three central agency roles and how it supports the Treasury Board.

The diagram is in the shape of an equilateral triangular with the Treasury Board of Canada Secretariat in the middle. Each side of the triangle represents one of the Treasury Board’s three roles: Management Office, People Management and Budget Office.

Each point of the triangle represents the Secretariat function that corresponds to and supports each of the Treasury Board roles. The Secretariat’s three complementary functions are Champion and Leader, Challenge and Oversight, and Community Enabler.

The operating principles through which the Secretariat effects change in public service management are represented inside the triangle. These operating principles are entitled Strategic Partner and Trusted Advisor; Collaborative, Inclusive and Empowering; and Proactive Risk Manager.
