Under Canada's Economic Action Plan (EAP), Fisheries and Oceans Canada has invested over two years in projects and programs such as Small Crafts Harbours, Canadian Coast Guard, and laboratories and science facilities. The EAP caused a significant but temporary increase in activity for the Department in 2009-10 and 2010-11. Much of the investment under this initiative is reflected in DFO's financial statements. The increase in assets, liabilities, and expenses is mainly associated with Canada's Economic Action Plan.

Total assets were $2,919 million at the end of 2010-11, an increase of $155 million or 5.6% over the previous year's total assets of $2,765 million. Tangible Capital Assets comprised 88% of total assets.

Total liabilities were approximately $675 million at the end of 2010-11, an increase of 5.8% when compared to the previous year.

Total expenses were $2,034 million at the end of 2010-11, an increase of 2.4% when compared to the previous year.

6 The Fisheries Checklist is an internal qualitative monitoring tool to measure the Department's progress in increasing the overall sustainability capacity of major fish stocks. The Checklist gathers information on biodiversity, conservation and protection, governance, habitat and ecosystems, harvest tools, stock information, stock assessment, and status of the overall fish stock.

12 Flag state is the state under whose laws the vessel is registered or licensed. The flag state has the authority and responsibility to enforce regulations over vessels registered under its flag. This global instrument is intended to develop criteria for assessing the performance of flag states, as well as to examine possible actions against vessels flying the flags of states not meeting such criteria.
