Federal Loans and Grants for Post-Secondary Education — Human Resources and Social Development Canada and Canada Millennium Scholarship Foundation
Issue: The Department should strengthen the monitoring of private collection agencies; develop a sound performance measurement strategy; complete a summative evaluation; improve its reporting of key indicators of the Canada Student Loans Program in the Departmental Performance Report; and table the Annual Report in a more timely manner. The control
structure for the Canada Study Grants does not provide the Department with adequate assurance that its eligibility criteria are being met.
The monitoring of the private collection agencies will be strengthened to ensure compliance with the administrative requirements of the Canada Student Loans Program. The Department will consolidate key indicators of progress of the Canada Student Loans Program and monitor program results. The conditions that the participating provinces and the Yukon must meet in order to be
eligible for payment of funds awarded as Study Grants will be changed. The time frame within which the Department tables the Canada Student Loans Program Annual Report will be improved.
