The human resources (HR) Community Operating Model is comprised of two main communities: the Deputy Head community and the HR community.

The Deputy Head Community includes the Deputy Minister Advisory Committee on the Public Service Commission (PSC); the Public Service Management Advisory Committee (PSMAC) and its sub-committees; and other committees including the Prime Minister Advisory Committee (PMAC); the Committee of Senior Officials (COSO); and the Stephenson Committee.

The HR community is led by the Chief Human Resources Officer (CHRO), within the Office of the Chief Human Resources Officer (OCHRO). The CHRO provides input to the DM Advisory Committee on the PSC and engages with the PSMAC, PMAC, COSO and the Stephenson Committee.

OCHRO and the CHRO’s role is supported by the People Management Committee which provides input to the President of the PSC when appropriate, and receives input from the HR Services Modernization Advisory Board, as needed.

The People Management Committee (PMC) is comprised of representatives of the central agencies and executives of the Human Resources Council (HRC).

The HRC works closely with HR Communities of Practice Hub and engages in discussions with various working groups on people management issues.
