Program Evaluation Certificate
The purpose of the Program Evaluation Certificate is to certify graduate level training in the basic concepts and skills necessary to conduct formative and summative evaluations of programs and
program improvement efforts. The certificate is designed for full time employees and graduate students who have, or will have, significant evaluation responsibilities, but little or no training in

The Department provides training at the masters and doctoral levels for students planning to pursue careers in quantitative areas related to applied statistics, measurement and
evaluation.
It offers courses in applied statistics, measurement and evaluation for graduate students majoring in other departments in the College. In addition, faculty members provide consulting services to
various externally funded projects within the College.
The Maryland Assessment Research Center for Education Success (MARCES) within the Department provides support to a range of assessment activities in the state, the region, and nation by conducting
basic and applied research to enhance the quality of assessment practice and knowledge. MARCES currently receives direct support from the University of Maryland and the Maryland State Department of
Education. MARCES has expertise in assessment design, development, implementation, analysis, reporting, and policy issues as well as the technical aspects of the quantitative theories that form the

The philosophy of the Evaluation, Measurement and Research (EMR) program is one of INQUIRY. Evaluation is in a broad sense, and arm of inquiry that seeks as its goal to assign value to various thing
