Policy objective

To ensure that each federal institution administers its official languages program effectively.


Policy statement

It is government policy that, in accordance with the Official Languages Act, each federal institution is responsible for meeting its official languages objectives.


Application

This policy applies to all federal institutions other than the Senate, the House of Commons and the Library of Parliament, and to any other organization when an act or another legal instrument so stipulates it.


Policy requirements

Each institution must:

1. ensure, when preparing internal policies and procedures, that they are consistent with Treasury Board official languages policies;

2. have a responsibility centre for handling official languages matters in order to:

  • inform and advise senior management on relevant issues concerning official languages; and
  • ensure liaison with central agencies and other interested parties;

3. inform its employees about the official languages policies, in particular:

  • which offices have an obligation to serve the public in both official languages in accordance with the Official Languages Act and pursuant regulations;
  • which work units have an obligation to create and maintain a work environment that is conducive to the effective use of both official languages as languages of work; and
  • its commitments with respect to equitable participation of English-speaking and French-speaking employees within the institution;

4. ensure, within the institution's global objectives, the accountability of its managers for implementing of its policies on service to the public, language of work and participation;

5. manage its support mechanisms (e.g., language training and translation) efficiently and effectively and put into place the appropriate monitoring systems; and

6. provide Treasury Board with the information it requires to fulfill its mandate to provide general direction and coordination of the official languages program in federal institutions.


Monitoring

The Treasury Board Secretariat will ensure that this policy is implemented through:

  • monitoring by either the institution, the Official Languages and Employment Equity Branch, or both;
  • agreements on official languages with the Treasury Board, including annual management reports;
  • follow-up of the reports and special studies done by the Office of the Commissioner of Official Languages;
  • data in the MYOP (e.g., annual reports on program costs and translation needs), where applicable; and
  • data provided regularly by institutions to the information systems of the Treasury Board Secretariat.
