Green Procurement reporting for departments and agencies not bound by the Federal Sustainable Development Act


Below is Shared Services Canada’s (SSC) mandatory reporting on meeting the requirement of Section 7 of the Policy on Green Procurement, as applicable to departments and agencies bound by the Policy on Green Procurement, but not the Federal Sustainable Development Act.


Strategies / Comments

  1. Approach: SSC’s approach to implementing green procurement is to concentrate on maximizing the use of established procurement vehicles such as standing offers and supply arrangements, and encourage the use of acquisition cards for goods and services under $10K. The Department will also afford key personnel the opportunity for training and negotiating green procurement objectives in employee performance evaluations.
  2. Management Processes and Controls: SSC uses established procurement instruments as its primary procurement mechanism and leverages environmental considerations incorporated into these standing offers.

    Furthermore SSC will:

    • review its procurement and materiel management policies to ensure they incorporate environmental considerations;
    • issue contracts in accordance with the Departmental Delegation of Authorities Instrument;
    • ensure clear links are established between procurement activities and departmental investments;
    • establish effective and accountable procurement management processes and controls;
    • ensure procurement staff is qualified and competent by promoting consistent and ongoing training;
    • ensure integrated procurement information systems and processes are in place; and
    • review the Request for Acquisition Services (RAS) templates used for initiating goods and services contracts to identify opportunities to include environmental considerations.

    These management processes and controls were selected because they were the driving force behind the establishment of SSC’s Procurement and Vendor Relations Sector.

  3. Targets: In addition to commitments identified in ii., iv., and v., SSC has set the following target:
    • Establish the baseline for and maximize the use of consolidated procurement instruments.
  4. Training: SSC will ensure that all existing procurement and materiel management functional specialist staff complete Canada School of Public Service (CSPS) course C215 – Green Procurement, by the end of the fiscal year. The Department will also require that all new functional specialist staff complete the course within three months of being hired.
  5. Performance Evaluations: In its first full year, SSC will make environmental considerations a part of the performance management agreements of every procurement manager.
  6. Meeting Targets: The Department is committed to implementing improvements and efficiencies through the analysis of current processes and controls and to setting attainable targets. Our ongoing analysis will identify opportunities for these improvements and serve as the catalyst for changes in green procurement behaviour. This ongoing commitment will highlight specific processes and controls. SSC will report against these targets in the 2012-13 Departmental Performance Report (DPR).
