Greening Government Operations

Overview

The following outlines the Secretariat's targets and implementation strategies to meet federal targets identified in the Federal Sustainable Development Strategy (FSDS) under Goal 8: Greening Government Operations (GGO). The targets that are relevant to the Secretariat's operations relate to the areas of electronic waste (8.6), printing units (8.7), paper consumption (8.8), green meetings (8.9), and green procurement (8.10 and 8.11). Surplus Electronic and Electrical Equipment Target


8.6 By March 31, 2014, each department will reuse or recycle all surplus electronic and electrical equipment (EEE) in an environmentally sound and secure manner.

Strategies/Comments

  1. The Secretariat currently has a number of ad hoc processes in place. Activities during FY 2011–12 will consist of evaluating the current practices and developing an implementation plan.
  2. FY 2012–13 will see the Secretariat implement the described plan at selected sites and make any required adjustments.
  3. FY 2013–14 will see the Secretariat implement the plan at all sites and measure its effectiveness against the stated target.

Printing Unit Reduction Target


8.7 By March 31, 2013, each department will achieve an 8:1 average ratio of office employees to printing units. Departments will apply target where building occupancy levels, security considerations, and space configuration allow.

Strategies/Comments

  1. *FY 2011–12 will see the Secretariat:
    1. Undertake a study to determine the departmental inventory of printing units. Of note, the Secretariat currently employs a decentralized procurement model, which presents challenges in determining the number of printing units;
    2. Determine a scope for this target with respect to occupancy levels, security and operational requirements;
    3. Determine tracking methodologies for both printing units and office employees; and
    4. Develop a plan to rationalize the number of printing units with a goal of ensuring the ratio is at least 8:1, on average, within all its facilities.
  2. FY 2012–13 will see the Secretariat implement the described plan and measure its results against the stated target.

Paper Consumption Target


8.8 By March 31, 2014, each department will reduce internal paper consumption per office employee by 20%. Each department will establish a baseline between 2005–06 and 2011–12, and applicable scope.

Strategies/Comments

  1. The Secretariat purchases paper centrally, but its use within current business processes is decentralized. During FY 2011–12, the Secretariat will conduct a baseline study of its current paper usage and develop a plan to reduce consumption by targeting a number of specific initiatives (green meetings, duplex printing/photocopying, etc.).
  2. During FY 2012–13, the Secretariat will begin implementation of the described plan and measure its initial impacts.
  3. During FY 2013–14, the Secretariat will continue to monitor the implementation of its plan and make any required adjustments to ensure that the stated target is met.

Green Meetings Target


8.9 By March 31, 2012, each department will adopt a guide for greening meetings.

Strategies/Comments

  1. In FY 2011–12, the Secretariat will develop an internal guide for greening meetings and begin an awareness campaign to support its implementations.
  2. In FY 2012–13, the Secretariat will continue to promote its guide in an effort to ensure green meetings become part of Secretariat culture.

Green Procurement Targets

8.10 As of April 1, 2011, each department will establish at least three SMART (specific, measurable, achievable, realistic, time-bound) green procurement targets to reduce environmental impacts.


1. By April 1, 2014, all workstation monitors will have default settings to shut off after a certain length of time the computer is not being used and computer workstations will be completely shut down after hours.

Strategies/Comments

  1. In FY 2011–12, the Secretariat will survey its current equipment to determine if the current capability exists. Also, it will become mandatory for all new computers and monitors purchased to have this functionality, and the Secretariat will develop a plan to implement the measures described in the target.
  2. FY 2012–13 will see the Secretariat implement the described plan.


2. By March 31, 2014, all purchases of appliances (e.g., microwave ovens and refrigerators) will be Energy Star, or equivalent.

Strategies/Comments

  1. The Secretariat currently employs a decentralized procurement model and is in the progress of documenting its procedures. By the end of FY 2011–12, the Secretariat will ensure that the procedures for the purchase of small appliances clearly indicate the requirements of this target and will develop a strategy to monitor these purchases.
  2. During FY 2012–13, the Secretariat will implement its monitoring strategy and ensure compliance with the target.


3. All new fleet vehicle purchases by the Secretariat will be hybrid or an Ultra Low Emission Vehicle (ULEV).

Strategies/Comments

The Secretariat operates a small fleet of executive vehicles, which are purchased centrally. Effective April 1, 2011, any vehicles purchased to support these activities will meet the stated target.


Departmental SMART Targets

8.11 As of April 1, 2011, each department will establish SMART targets for training, employee performance evaluations, and management processes and controls, as they pertain to procurement decision making.


By March 31, 2014, all Secretariat fund centre managers with contracting authority will receive green procurement training.

Strategies/Comments

  1. The Secretariat is currently in the process of documenting its procurement procedures for which, upon completion of this initiative, there will be a training program developed for all parties of the procurement process, including the fund centre managers. By March 31, 2013, the training program will be developed, and green procurement training for all fund centre managers will be included.
  2. By March 31, 2014, all fund centre managers will complete the training, and any new managers will be required to complete it within one year of assuming their duties.


By March 31, 2012, the Secretariat will ensure that environmental considerations are factored into the development of the procurement strategies for the acquisition of goods and services.

The Secretariat is currently documenting its procurement procedures and will incorporate green procurement considerations in the development of the procurement strategies for contracted goods and services. Employee performance evaluations for managers and functional heads of procurement and materiel management.
As of April 1, 2012, 90% of identified managers will have environmental considerations incorporated into their performance evaluations.
