The estimated total expenses for the Security Intelligence Review Committee for fiscal year 2011–12 is $3,356 thousand. The increase of $259 thousand in the net cost of operations for fiscal year 2011–12 is mainly due to an increase in the expected need for outside professional services to support SIRC during two judicial review processes before the Federal Court as well as SIRC’s plans to operate with a full complement of staff. Over the past few fiscal years SIRC has expended fewer salary dollars due to extended authorized leaves and vacancies. The need for Top Secret security clearances, for all positions, creates delays of several months from the time a potential candidate is selected to the actual starting date of a new employee.
