Name of Transfer Payment Program: Strategic Investments in Northern Economic Development (SINED) (voted)

Description: Strategic Investments in Northern Economic Development is a project-based suite of programs to strengthen the driver sectors of the territorial economies; diversify them; and encourage Northerners’ participation in the economy. Eligible recipients include social enterprises, individuals, other levels of government and other non-federal entities, public or private, that have an interest in economic development in the North.

Expected results:

  • Strengthened northern innovation and technology capacity
  • Increased access to funding for northern and Aboriginal entrepreneurs
  • Increased uptake of economic opportunities in existing, expanding and emerging sectors
  • Increased capacity through training and business skills development activities of northern individuals and communities to identify and respond to economic opportunities

Summary of the three-year plan: The first preliminary phase of a summative evaluation of SINED was conducted in 2010–2011. No specifically focused evaluations or audits are planned for this program in 2011–2012. (A fully finalized summative evaluation is planned for 2013–2014)

Name of Transfer Payment Program: Aboriginal Economic Development (voted)

Description: Aboriginal Economic Development funding is designed to increase Aboriginal participation in the Canadian economy. Through community investment, community infrastructure programming, and individual and community business development, CanNor provides funding and other supports to viable and sustainable proposals brought forward by First Nations, Métis and Inuit entrepreneurs in the North, as well as by northern communities, Aboriginal businesses and financial organizations.

Greening Government Operations (GGO)

Overview

The GGO supplementary table applies to departments and agencies bound by the Federal Sustainable Development Act, the Policy on Green Procurement, or the Policy Framework for Offsetting Greenhouse Gas Emissions from Major International Events.

Strategies / Comments

  1. CanNor offices are distributed across more than 40 percent of Canada’s land mass. The majority of Agency meetings are conducted by teleconference and by using electronic media. This reduces paper use as well as reduces greenhouse gases that might be generated in transporting employees to face-to-face meetings.

Green Procurement Reporting for Departments and Agencies Not Bound by the Federal Sustainable Development Act

8.10 As of April 1, 2011, each department will establish at least 3 SMART (specific, measurable, achievable, realistic and time-bound) green procurement targets to reduce environmental impacts.

  1. CanNor continues to staff corporate services functions. Staff engaged to provide procurements services will be trained in green procurement practices. The same training will be provided to administrative staff who use acquisition cards.


Green Informatics Procurement: Where not in contradiction with comprehensive land claim objectives, all CanNor informatics procurement will be conducted using Public Works and Government Services Canada (PWGSC) consolidated procurement instruments, which are greened through PWGSC’s Commodity Management Framework

Strategies / Comments

  1. CanNor will conduct all informatics procurement using PWGSC tools and instruments, which are greened through the PWGSC Commodity Management Framework.
  2. In some cases, the use of these instruments may contradict the objectives of comprehensive land claims agreements in communities where CanNor has offices. In these instances, CanNor will determine how to meet the principles of green procurement while responding to the objectives of these agreements.


Greening Office Equipment Procurement: CanNor will ensure that 75 percent of shared-use office equipment procured by the Agency, such as photocopiers, will be multifunction (including scanning, faxing, copying and printing functions) with the goal of reducing the total number of machines.

  1. Multifunction machines can significantly reduce production and end-of-life waste created in the production of office equipment. CanNor will focus on ensuring that all shared-use equipment is multifunction.

Upcoming Internal Audits and Evaluations Over the Next Three Fiscal Years

CanNor manages its internal audit and evaluation functions in close collaboration with the Office of the Comptroller General (OCG) and Treasury Board Secretariat. OCG plays the primary role as CanNor’s auditor — as part of the arrangements for small departments and agencies under Treasury Board Secretariat’s Policy on Internal Audit.

In 2011–2012, the Agency participated extensively in a horizontal (OCG-led) audit of Grants and Contributions Management Control Framework in Small Departments and Agencies. In addition, the Agency has developed a comprehensive Performance Measurement Framework covering all of its program activities. Implementation of the supporting data gathering system will be a priority in 2011–2012.

Further, the Agency is developing a detailed corporate risk profile to help guide decisions on where audit projects may be undertaken by the Agency as a supplement to OCG audit activities. At present CanNor’s audit plans for the coming three fiscal years are to participate in OCG-led core control audits and in a planned OCG horizontal audit of human resources planning.
