This diagram illustrates how the Secretariat supports Treasury Board in fulfilling its mandate and serves to enable change in federal public service management. This diagram is triangular in shape. Each axis of the triangle represents one of the Treasury Board's three main roles. Each point of the triangle represents the Secretariat role that corresponds to and supports each Treasury Board role. Within the triangle are represented the enablers through which the Secretariat effects change in public service management.

Treasury Board has three main roles:

• Management Office;
• People Management; and
• Budget Office.

The Secretariat supports Treasury Board in these three functions. The Secretariat's three complementary roles are as follows:

• Champion and Leader;
• Challenge and Oversight; and
• Community Enabler.

Additionally, the Secretariat serves to enable change in federal public service management. It does so through the following change enablers:

• Strategic Partner and Trusted Advisor;
• Collaborative, Inclusive and Empowering; and
• Proactive Risk Managers.
