SIF Logic Model Narrative
The SIF logic model shows that the people component of the Management Accountability Framework outcome is a workplace that is fair, enabling, healthy and safe in order to provide best services to Canadians and a workforce that is productive, principled, sustainable and adaptable in order to provide best service to Canadians.
The strategic outcome of the framework is modernized human resources management and strengthened accountability.
The long-term outcomes of SIF are:
- the right people are hired where and when needed;
- more collaborative labour-management relations;
- increased focus on learning and training for employees at all levels; and
- improved clarity regarding roles and accountability.
The five medium-term outcomes of SIF are:
- institutions with new mandates are better able to support public service human resource needs;
- there is improved ability to support and track new and evolving human resource requirements and that resourcing processes are better supported;
- public service managers, human resources professional and staff have the understanding and cultural readiness to manage and behave in the spirit of the PSMA;
- human resources policies, accountabilities and processes are developed and are consistent with PSMA principles and objectives;
- there is effective stewardship of PSMA reserve funds and coordinated and leveraged efforts with related modernization activities and stakeholders.
The five short-term outcomes of SIF are:
- Institutional change which means that selected existing institutions have expanded mandates and that new institutions are created with new mandates.
- HR IT systems means that the necessary HR IT systems are in place to support new and evolving needs.
- People preparation means that public service managers, human resource professionals and staff participate in PSMA related learning events and that public service managers and human resource professionals and staff have the necessary skills, knowledge to implement PSMA.
- New functions refers to new HR functions that are in place, operational and ready to apply for and/or have secured A-base funding.
- Project Management refers to horizontal PSMA implementation management and governance mechanisms that are in place, supported and effective.
The immediate outcomes of the SIF are:
- awareness among departments regarding the SIF and funding guidelines;
- alignment of investments with PSMA priorities and SIF principles;
- projects that are implemented in a timely manner and co-funded with departments and agencies; and
- stakeholders that are apprised of SIF funding investments and results achieved.
The following outputs were expected to lead to the stated outcomes:
- funding guidelines and eligibility criteria;
- communications strategy and training materials for departments and agencies on guidelines;
- SIF funding arrangements/agreements and funded projects;
- progress reports, human resources integrated reporting portal, and databases.
The activities that produce the outputs are the following broad categories:
- planning and communication;
- proposal review and project funding, and
- monitoring and reporting.
