Subject: Rates of Pay for certain employees excluded from collective bargaining

The Treasury Board has recently approved new rates of pay for several groups covered by collective bargaining.

The Secretary of the Treasury Board has approved similar salary range increases for those groups and levels for which excluded rates of pay exist. These are found as Annexes to this letter.

Public Works and Government Services Canada (PWGSC) has been advised to proceed with the implementation of the revised rates.

Those ranges which consist of fixed steps will be implemented automatically by PWGSC on the appropriate dates. For those levels where only a range minimum and maximum have been provided, it will be necessary to complete a pay action form for each employee paid within that range.

Effective May 5, 1998 an employee will move to the X line at the rate of pay nearest to, but not less than, the employee's rate of pay.
Employees who have been at the maximum rate of pay for twelve (12) months or more on May 5, 1998, will move to the new maximum rate of pay effective May 5, 1998.

ES PAY NOTES

All employees who will have been at the maximum rate of pay for at least twelve (12) months on 3 May 1998 will move to the new maximum on 4 May 1998.
An employee being paid in the ES level 8 scale of rates shall, effective 4 May 1998, be paid in the (A) scale of rates at a rate of pay which is one decimal ninety five per cent (1.95 p. cent) higher than the employee's former rate of pay rounded to the nearest multiple of two hundred and fifty dollars ($250).
An employee being paid in the ES level 8 scale of rates shall, effective 4 May 1999, be paid in the (B) scale of rates at a rate of pay which is zero decimal twenty seven percent (0.27 p. cent) higher than the employee's former rate of pay rounded to the nearest multiple of two hundred and fifty dollars ($250).

An employee being paid in the TR-4 or TR-5 scale of rates shall, effective 19 April 1997, be paid in the (A) scale of rates at a rate of pay which is one decimal thirty four per cent (1.34%) higher than the employee's former rate of pay rounded to the nearest multiple of two hundred and fifty dollars ($250).
