Review Process
The Public Service Modernization Act (PSMA) Review Team is independent and worked with the organizations that share a responsibility under the PSMA. These organizations include:
- The Public Service Commission
- The Office of the Chief Human Resources Officer
- The Privy Council Office
- The Canada School of Public Service
- The Public Service Staffing Tribunal
- The Public Service Labour Relations Board
This Review examined the administration and operation of both the Public Service Employment Act and the Public Service Labour Relations Act in relation not only to the intentions at the time the PSMA was passed, but also the current context of people management in the public service. In this way, the Review sought to be forward-looking rather than only a report card on implementation.
In addition to working with the above organizations, the Review Team consulted with a wide range of stakeholders. Consultations, both in-person and via teleconferencing, have taken place with Deputy Heads, bargaining agents, HR staff, managers and other communities of interest across the country and within the National Capital Region.
