Air Traffic Control (AI) Group Definition
Pursuant to section 101 of the Public Service Reform Act, the Treasury Board of Canada hereby provides notice that the following definition shall apply to the Air Traffic Control Group effective .
The Air Traffic Control Group comprises positions that are primarily involved in the development and enforcement of legislation, regulations, standards and policies dealing with the provision of air traffic control services.
Inclusions
Notwithstanding the generality of the foregoing, for greater certainty, it includes positions that have, as their primary purpose, responsibility for one or more of the following activities:
- the evaluation and inspection of air traffic control systems, equipment, procedures and standards;
- the approval of training programs and issuance of licences and certificates to persons or entities as delegated through legislation;
- the analysis and evaluation of proposals from NAV CANADA and other air traffic control service providers;
- the provision of technical expertise and recommendations on air traffic control matters;
- the design, development or delivery of technical training related to the above activities; and
- the leadership of any of the above activities.
Exclusions
Positions excluded from the Air Traffic Control Group are those whose primary purpose is included in the definition of any other group.
Also excluded are positions in which there is no requirement for the incumbent to have an air traffic control licence.
Air Traffic Control – Non-Operational (AI-NOP) Subgroup Definition
This sub-group consists of positions where there is no requirement to work in a control position or to have a direct input into control activities.
Inclusions
Positions included in this sub-group are those in which one or more of the following activities are of primary importance:
- the management of activities related to the provision of Air Traffic Services;
- the planning, development and evaluation of ATS systems, equipment, procedures, standards and separation minima or the maintenance of civil and military liaison related to air traffic control as well as the supervision of these activities;
- the planning, development, conduct or supervision of technical training for the provision of air traffic control service.
Exclusions
Positions having the primary responsibility for control activities or having a direct input into control activities performed in a Control Tower, a Terminal Control Unit (TCU) an Area Control Centre (ACC) or in an Altitude Reservation Unit (ARU).
