The Executive Leadership Development Program (ELDP)

The Executive Leadership Development Program (ELDP) provides targeted learning and development opportunities for current federal public service executives in two streams, at the EX-01 to EX-03 levels and at the EX-04 and EX-05 levels.

Created in 2016 at the request of the Clerk of the Privy Council, the ELDP supports the development of dynamic, high-performing executives to meet the current and future needs of the federal public service. The program is managed by the Office of the Chief Human Resources Officer (OCHRO), who is responsible for the governance, funding, evaluation and overall management of the program, as well as of the selection of participants. The Canada School of Public Service (the School) designs and delivers the learning components of the program, and the Public Service Commission (PSC) administers the psychometric assessments based on the Key Leadership Competencies (KLC) via the services offered by the Personnel Psychology Centre (PPC).

Selection of ELDP participants

The ELDP is a nomination-based program for executives of the federal public service. All organizations listed in Schedules I, IV, and V of the Financial Administration Act have access to the program. Departments can nominate executives according to the guidelines and criteria established by the OCHRO. Executives can also express their interest in participating in the ELDP to their supervisors and their organization’s human resources team.

ELDP EX-04 and EX-05

  • Through the organization’s annual executive talent management process, Deputy Heads identify the executives at the EX-04 and EX-05 levels they wish to nominate for the program
  • OCHRO makes a preliminary selection of participants to ensure a diversity of high performing executives to meet the current and future needs of the federal public service
  • The Senior Leadership Circle on Performance and Talent Management confirms the selection of participants
  • Approximately 25 executives are selected annually to participate in the program at this level

ELDP EX-01 to EX-03

  • Through the organization’s annual executive talent management process, departments identify the executives at the EX-01, EX-02 and EX-03 levels they wish to nominate for the program
  • OCHRO selects participants to ensure a diversity of high performing executives to meet the current and future needs of the federal public service
  • Two groups, are selected annually to participate in the program at this level

Tailored learning and development

The ELDP is a non-promotional leadership development program that supports the strengthening of connections amongst executives in an effort to increase networks, share best practices and broaden individual perspectives. The ELDP provides a learning experience that cannot be found in executive programs available outside the public service.

Key components of the program include:

  • Psychometric assessments, administered by the PSC’s PPC, to aid in the identification of the executive’s strengths and areas of improvement, inform the elaboration of individual development activities, and feed each group’s program content to respond to the needs of the group
  • Group activities with former and current public service deputy ministers, assistant deputy ministers, and subject matter experts on themes such as, but not limited to, innovation, collaboration, leadership skills, difficult conversations, the study of evidence-based decision making, public-private partnerships, diversity and inclusion in the public service, and challenges of executives in the public service
  • Regional and northern tours to meet with leaders from the federal, provincial and municipal public service as well as from the private sector
  • Washington tour to increase exposure to international issues for the EX-04 and EX-05 groups
  • Mentors provide all participants with individual support and coaching

Program duration

For EX-01 to EX-03 groups, the program requires a commitment of approximately 17 and a half days of learning spread out over 10 months.

For EX-04 and EX-05 groups, the program requires a commitment of approximately 29 days of learning spread out over 12 months.
