Guide on Financial Arrangements and Funding Options

This chart is the second part of the conceptual model of delivery alternatives. The four boxes that were found at the bottom of the previous section are found at the top of this one, and read "By government itself", "Assistance to parties outside government", "Partnerships" and "Private sector". The box "Assistance to parties outside government" leads to a larger box that reads "Financial arrangements", and contains two columns: "Transfer payments" is the title of the first one and includes "Grants", "Contributions", "Rep. Contr.", "AFA", "FTP" and "OTP". The second columns is titled "Other arrangements" and includes "Loans, "Loan and "Guarrantees or Insurances". This large "Financial arrangements" box, along with the top level boxes "By government itself" and "Partnerships" all point to a third level box that reads "Funding options". This box leads to a question: "How?", before splitting into three new boxes: "Traditional appropriations", which includes "Budgetary framework" ("Operating budget", "Major capital", "Separately controlled") and "Administrative arrangements" ("OCG", "Carry forward", "Frozen allotments"), "Revenue spending authorities", which includes "Revolving funds", "Net voting" and "Cost recovery", and "Specified purpose funds" which also includes "Donations or other". The boxes "Traditional appropriations" and "Revenu spending authorities" then point to a new box at the bottom that reads "Non-monetary transactions disposal of surplus Crown assets". At the very bottom, a note regarding "AFA" and "FTP" identifies that these customized arrangements are unique to Aboriginal Programs.
