  1. Is the Government of Canada getting goods, services or construction? If no, it may be a transfer payment or treaty. If yes, it may be a contract, treaty or contractual arrangement.
  2. Who is the relationship with (e.g. other nations, non-governmental organizations, other government departments, other level of government, private sector etc)? The “who” determines possible next steps on the spectrum of agreements (e.g. treaty, contract or contractual arrangement).
  3. Legal Questions: is it subject to the GCRs/Trade agreements? If yes, this influences bidding requirements and the procurement regime used.
