Freshwater Institute - Code compliance upgrades and preheat coil retrofit

Name and function of Laboratory/ Facility
The Freshwater Institute houses several programs of Fisheries and Oceans Canada (DFO).  It is a national centre of expertise in aquatic biology and freshwater and marine fisheries.  In conjunction with the Bayfield Institute in Burlington, Ontario, the Freshwater Institute serves as a focal point of scientific research in the Central and Arctic Region and for fishery, fish habitat and oceans management programs that are operated primarily through area and district offices. 

Funding amount
$690,000 in 2009-2010 and $370,000 in 2010-2011.

This project will make improvements to the heating and fire prevention systems at the Freshwater Institute.

Canadian Science Centre for Human and Animal Health Shipping and Receiving Maintenance and Optimization Project

Project description:
The Canadian Science Centre for Human and Animal Health is a Crown-owned facility which houses the Public Health Agency of Canada (PHAC) National Microbiology Laboratory and the Canadian Food Inspection Agency (CFIA) National Centre for Foreign Animal Disease.

A refit of the shipping and receiving area will strengthen the government's ability to anticipate, prepare for and respond to threats to public health.  The refit also supports PHAC and CFIA research into human and animal infectious diseases to better protect and promote the health of Canadians.

The facility requires additional space in its shipping and receiving area to address current limitations and provide adequate specimen processing laboratory space for current and future specimen quantities.

The Project will provide important economic stimulus within Winnipeg, Manitoba as it will draw on some significant architectural and engineering expertise in Manitoba, and will offer employment opportunities for trades people and highly trained technical staff and graduate students.

Health Canada's Manitoba Regional Laboratory – Deferred Lab Maintenance Project

Name and function of Laboratory/ Facility
The Manitoba Regional Laboratory provides laboratory space for:

  • The Drug Analytical Services: which does forensic drug analyses for municipal, provincial and federal police agencies in Manitoba, Saskatchewan, Alberta, Northern Territories and Atlantic Canada.
  • The Food Laboratory program: which tests and analyses food and nutrition and contributes to consumer protection by analysing food products for chemical contaminants, natural toxins, pesticides and trans-fat to support regulatory programs.

The facility also provides office support for regional Health Canada programs including: Canada Vigilance, Health Products and Food Program Inspectorate, Food Liaison Program, Consumer & Public Involvement Program, Tobacco Control Program, Consumer Product Safety Program, Safe Environments Program, Pest Management Regulatory Agency, Program management and Corporate services.

The Manitoba Regional Laboratory is almost 24 years old with a number of elements that need major repair.

Completing the Manitoba Regional Laboratory project will ensure ongoing operational support space for the Food laboratory, which conducts testing in the areas of food chemistry and nutrition, contributing essential consumer protection services.

The Winnipeg Laboratory of Forensic Science and Identification Services is one of six centres of excellence, with a primary focus on Toxicology, in addition to a Case Receipt Unit.

Project description    
The Winnipeg Forensic Laboratory is one of six forensic laboratories the RCMP operates across Canada.  These laboratories require ongoing maintenance to maintain their operational effectiveness.  Securing funding from the federal laboratory program will allow the RCMP to address deferred maintenance at the Winnipeg Forensic Laboratory sooner than otherwise possible. This work will include replacing fume hoods and equipment to provide adequate space cooling.
