The organization anticipates and plans organizational change, promotes organizational learning, and systematically assesses results to facilitate continuous improvement and innovation.

8.  Managing Organizational Change

Organizational change management is defined as a concerted, planned effort to increase organizational effectiveness

Evidence:

  • 8.1  Presence of an organizational change plan and the capacity to seek opportunities for improvement
  • 8.2  Extent to which the organization is engaged when undertaking change management, and change processes are clear and well-understood
  • 8.3  Extent to which the organization can assess change and demonstrate results, and the level of commitment of senior management

Changes from Round V to Round VI

For 2008-2009, minor adjustments are planned for the methodology. These adjustments relate to grouping of compatible concepts. Engagement (e.g., consultation) and capacity (e.g., training and learning) are now linked in Line of Evidence 8.2. Demonstrating results and senior level commitment are now linked in Line of Evidence 8.3.

Changes are recommended with respect to how this Area of Management is assessed. A two-tiered approach will be used to more accurately assess organizations depending on the degree to which they are undertaking change management.

  • The emphasis of the assessment, for organizations not undergoing transformative change, will be on the mechanisms in place to scan the environment to determine whether or not a change initiative is required.
  • Organizations that are undergoing or have recently undergone a major change management initiative will be assessed against all Lines of Evidence.

Additionally, in order to simplify the assessment process for Round VI, organizations will be invited to submit a one- to two-page summary that identifies the nature and scope of changes the organization is managing; and highlights the organization’s approach to change management with references to supporting documentation.

Impact of Changes

The change in Lines of Evidence, or methodology, will contribute to:

  • Simplification by inviting organizations to submit a one- to two-page summary that identifies the nature and scope of changes the organization is managing and highlighting the organization’s approach to change management with references to supporting documentation; and
  • Reduction in reporting burden by requiring that organizations provide TBS with only the most relevant information.
