Collective Bargaining Update

This website provides information on the status of collective bargaining between the Treasury Board Secretariat and bargaining agents.

The information on this site relates to public service employees for whom Treasury Board is the employer. A complete list of the departments and agencies for which Treasury Board is the employer is available online.

In its approach to collective bargaining and the renewal of collective agreements, the government's goal is to ensure fair compensation for employees and, at the same time, to deliver on our overall fiscal responsibility and our commitment to the priorities of the government and Canadians.

The Government of Canada respects the collective bargaining process and negotiates with unions to reach agreements by means of this process.

The Treasury Board as the employer negotiates 27 collective agreements with 17 different bargaining agents.

Update: severance benefits for voluntary separation

Following the ratification of new collective agreements, more than 95,000 unionized employees have accepted the elimination of severance benefits for voluntary separation, namely for retirement or resignation. The Treasury Board has subsequently eliminated severance benefits for voluntary separation for approximately 13,000 executives and non-represented employees for a total of approximately 110,000 employees in the core public administration.

Employees were given three payment options: a single and immediate cash-out of their severance pay, a deferral of this payment to when they terminate their employment or a combination of both options.

As of September 2011, more than 60,000 payments have been processed for employees who have opted for an immediate single or partial severance payment. Of that number, over 56,000 employees have opted for an immediate single payment of their entitlement.

The Treasury Board Secretariat continues to have meaningful discussions on the elimination of severance benefits for voluntary separation with the bargaining agents representing the approximately 85,000 employees remaining. Some separate agencies and Crown Corporations are also following suit.

Received notification that the bargaining agent has chosen conciliation as the process of dispute mechanism. Notice to bargain was received from PIPSC September 14, 2011. The parties exchanged their proposals on September 26, 2011. The first round of negotiations took place October 4-6 abd resumed on December 13-15, 2011. Discussions were positive. The next negotiation session is scheduled to be held January 17-19, 2012.

Notice to bargain was received July 27, 2011. The parties have exchanged their proposals on August 24, 2011. A tentative agreement was reached during the October 25-27 bargaining session. The members ratified the tentative agreement on December 8, 2011. The parties anticipate signing the agreement mid-January 2012.

Bargaining agent changed the dispute resolution process from arbitration to conciliation for the upcoming negotiation. The exchange of proposals took place on September 8, 2011. Bargaining sessions took place in September, October and November 2011. The next bargaining session is schedule for January 17-19, 2012.

Correctional Services (CX)	Union of Canadian Correctional Officers – Syndicat des agents correctionnels du Canada/ la Confédération des syndicats nationaux (UCCO-SACC-CSN)	May 31, 2010	Conciliation	May 28, 2010	January 24-26, 2012	The parties have exchange proposals and held several sets of negotiations. Economics and Social Science Services (EC)	Canadian Association of Professional Employees (CAPE)	June 21, 2011	Arbitration	April 28, 2011	Nil report	The notice to bargain was received from CAPE on April 28, 2011. Preliminary discussions took place on May 16, 2011. The exchange of proposals took place June 17, 2011. The first bargaining session took place September 1, 2011. Discussions were held on October 11–13 and November 22 – 24, 2011. On December 13, 2011, the discussions did not result in an agreement. The bargaining agent indicated that it intended to proceed to arbitration.

A bargaining session took place October 11, 2011. The bargaining agent filed a request for the establishment of an arbitration board with the Public Service Labour Relations Board on November 1, 2011. The Employer has requested mediation in the alternative. On December 9, 2011, the Public Service Labour Relations Board informed the parties that an arbitration board will be established.

The Employer has requested postponement of the establishment of an arbitration board based on an Ontario Superior Court’s decision regarding the Law group.

The parties exchanged proposals on May 12, 2011. The parties met July 6-8 and September 20-22, 2011. The Guild has requested the appointment of a mediator in this file. A mediator was appointed by the Public Service Labour Relations Board on November 22, 2011. The parties have agreed to meet for their first mediation session on February 7-9, 2012.
Technical Services (TC)	Public Service Alliance of Canada (PSAC)	June 21, 2011	Conciliation	February 22, 2011	January 31-February 2, 2012	The notice to bargain was received from PSAC on February 22, 2011. Exchange of proposals took place on April 29, 2011. Bargaining sessions took place in June, September, October, November and December, 2011. Pay proposal was tabled partially during the December session. Part two of the proposal will be tabled and discussed in January, 2012. The next bargaining sessions will be held January 31-February 2 and February 21-23, 2012.
