Collective Bargaining Update

This website provides information on the status of collective bargaining between the Treasury Board Secretariat and bargaining agents.

The information on this site relates to public service employees for whom Treasury Board is the employer. A complete list of the departments and agencies for which Treasury Board is the employer is available online.

In its approach to collective bargaining and the renewal of collective agreements, the government's goal is to ensure fair compensation for employees and, at the same time, to deliver on our overall fiscal responsibility and our commitment to the priorities of the government and Canadians.

The Government of Canada respects the collective bargaining process and negotiates with unions to reach agreements by means of this process.

The Treasury Board as the employer negotiates 27 collective agreements with 17 different bargaining agents.

Update: severance benefits for voluntary separation

Following the ratification of new collective agreements, more than 95,000 unionized employees have accepted the elimination of severance benefits for voluntary separation, namely for retirement or resignation. The Treasury Board has subsequently eliminated severance benefits for voluntary separation for approximately 13,000 executives and non-represented employees for a total of approximately 110,000 employees in the core public administration.

Employees were given three payment options: a single and immediate cash-out of their severance pay, a deferral of this payment to when they terminate their employment or a combination of both options.

As of September 2011, more than 60,000 payments have been processed for employees who have opted for an immediate single or partial severance payment. Of that number, over 56,000 employees have opted for an immediate single payment of their entitlement.

The Treasury Board Secretariat continues to have meaningful discussions on the elimination of severance benefits for voluntary separation with the bargaining agents representing the approximately 85,000 employees remaining. Some separate agencies and Crown Corporations are also following suit.
