March 4, 2008

To: Heads of Human Resources
Compensation Managers
Other employers participating in the PSHCP

The purpose of this notice is to inform Compensation managers that effective April 1, 2008, the monthly employer contribution rate for the Public Service Health Care Plan (PSHCP) will increase.

The portion of the PSHCP contribution rate paid by the employer is a taxable benefit for members residing in Quebec. Therefore, it is highly recommended that these members be informed of the change in the employer's contribution rate because it will impact their taxable income.

For those organizations which use the Public Works Government Services Canada (PWGSC) pay system, PWGSC has already been informed of the rate changes and will take the appropriate action effective April 1, 2008.

The PSHCP member contribution rate will remain unchanged at this time.

All PSHCP members who are absent on leave without pay or who are on off-season status are to be notified of the changes to the PSHCP contribution rate. In cases where the employees are responsible for the total contribution, please ensure that they are informed of their new contribution rate.

Should you have questions regarding the changes, please contact, Jacques Belliveau, PSHCP Program Manager at the Treasury Board Secretariat at 613-952-3264 or Jacques.Belliveau@tbs-sct.gc.ca.

Assistant Secretary
