Transfer Payments

The gradual implementation of the new Treasury Board Policy on Transfer Payments began on October 1, 2008. Supported by a directive and some guidelines, it is stated that the responsible managers must ensure that transfer payment programs are managed and delivered with integrity, transparency and accountability in a risk sensitive manner.

The Government of Canada's Federal Accountability Action Plan identified the Policy on Transfer Payments as a key component. This policy reflects key recommendations of the Blue Ribbon Panel Report on Grant and Contribution Programs.
