Name of Transfer Payment Program: Pensions, and Allowances for Disability and Death

Description: Provide pensions for disability or death and economic support in the form of allowances to: members of the Canadian Forces and Merchant Navy Veterans who served in the First World War, the Second World War or the Korean War; certain civilians who are entitled to benefits because of their wartime service; former and serving members of the Canadian Forces (including those who served in Special Duty Areas); survivors and dependants of military and civilian personnel.

Description: Provide disability awards for disability or death and economic support in the form of allowances to former and serving members of the Canadian Forces, and in some cases to survivors and dependants, for the non-economic effects of a service-related disability, including pain and suffering, functional loss and the effects of permanent impairment on the lives of members, Veterans and their families.

Comment(s) on Variance(s): The variance is due to a greater number of individuals coming forward for reassessment or with new conditions than originally forecasted for 2010-2011, and higher intake in 2010-2011 than originally forecasted. The higher intake in 2010-2011 was due to a faster adjudication process in support of the shorter 16 week service standard. Increased costs from the above factors were partially offset by lower average expenditure than originally forecasted.

Name of Transfer Payment Program: Earnings Loss and Supplemental Retirement Benefit

Start Date: April 1, 2006

End Date: Ongoing

Description: The Earnings Loss benefit provides temporary income replacement benefits while the Canadian Forces Veteran participates in rehabilitation in preparation for employment in civilian life. Ongoing long-term income replacement benefits are provided to age 65 when the Veteran is unable to engage in any suitable employment due to total and permanent incapacity. At age 65, recipients of long-term income replacement benefits receive a lump-sum retirement benefit to compensate for lost opportunity to contribute to a retirement pension due to a career-ending or service-related disability.

Name of Transfer Payment Program: War Veterans Allowance/Civilian War Allowance

Start Date: September 1, 1930

End Date: Ongoing

Description: The War Veterans Allowance (WVA) is a form of financial assistance available to eligible Veterans, qualified civilians and their survivors, dependants and orphans. In recognition of war service, qualified persons are provided with regular, monthly income to meet basic needs. WVA is based on income, domestic status and number of dependants. Recipients are paid at a single, married or orphan’s rate. Payments are indexed annually to the CPI. Eligibility for WVA is determined by the wartime service of a Veteran or qualified civilian, age or health, income or residency.

Description: The Last Post Fund is a non-profit corporation which administers funeral, burial, and grave marking services for Veterans Affairs Canada. Canada Remembers provides eligible Veterans and civilians with a dignified funeral and burial through the Last Post Fund.

Name of Transfer Payment Program: Commonwealth War Graves Commission

Description: The Commonwealth War Graves Commission was established by Royal Charter in 1917. It’s duties are to mark and maintain the graves of the members of the forces of the Commonwealth who were killed in the two World Wars, to build memorials to those who have no known grave and to keep records and registers of Canadian war dead. Canada Remembers maintains Canadian war graves and cemeteries through a partnership with the Commonwealth War Graves Commission.

Green Procurement

Part A. Green Procurement Capacity Building

1a. Training for Procurement and Materiel Management Staff 60% 60% The availability of an online course from the Canada School of Public Services facilitated meeting the target for Procurement and Materiel Management staff.
1b. Training for Acquisition Cardholders 20% The online course from the Canada School of Public Service is available to meet the goal. Implemented the new practice of advising new card holders that the training is available. Data is not currently available to provide percentage. We are being proactive and are working on a process toward making it mandatory to complete a Green Procurement course as a condition prior to receiving an acquisition card, we will then have a basis for measurement.
2. Performance Evaluations 75% The required data is not available to provide a measurement. A list of Departmental Managers and functional heads of procurement and materiel has been developed. The Department is working towards obtaining approval to develop a process to integrate Green Procurement performance agreements/evaluations. An option being considered is also to incorporate Green Procurement in Learning Plans.
3. Procurement Processes and Controls A review of Procurement Process and Controls was completed this year. As a result of that review the Managers Guide to Contracting is currently being re-written to incorporate Full Life Cycle Management, IT Governance and Green Procurement into the Departments approval and control processes.

Part B. Use of Green Consolidated Procurement Instruments

The foundation for the Department’s Green Procurement Policy is the use of Green Procurement standing offers where possible. A baseline is being established. The Department expended $6M utilizing mandatory Standing Offers and Supply Arrangements for various commodities of goods and services. Items such as IT hardware, office furniture, passenger motor vehicles, paper, toner cartridges are examples of items acquired. Inherent in those Standing Offers/Supply Arrangements are environmental considerations.


Responses to Parliamentary Committees

House of Commons

The House Standing Committee on Veterans Affairs (ACVA) began its study of the New Veterans Charter in October 2009 and concluded with the release of their report A Timely Tune-up for the Living New Veterans Charter on June 17, 2010. The report emphasized that the department displayed a high degree of openness and freely and quickly provided the information the committee needed to conduct its review.

On October 7, 2010, (then) Minister Jean-Pierre Blackburn tabled the requested Government Response in the House of Commons. The Government responded positively to ACVA's recommendations and pointed to examples of changes already announced, such as service improvements to strengthen case management, reduce wait times, and cut red tape. The Response also noted the then recent announcement regarding the Government’s intention to introduce legislative and regulatory amendments to improve the Charter. Since this Government Response, the legislative changes have received Royal Assent and the regulatory amendments are underway. Once implemented, these changes will increase access to the permanent impairment allowance, provide additional support to those Veterans who are unable to be suitably, gainfully employed and increase the earnings loss benefit. On March 21, 2011, the Minister appeared before ACVA on Main and Supplementary Estimates (C). ACVA’s ongoing study: Combat Stress and its Consequences on Mental Health of Veterans and their Family was interrupted with the dissolution of Parliament on March 25, 2011.

Senate

The Subcommittee on Veterans Affairs to the Senate Standing Committee on National Security and Defence (VEAC, formerly SubSCONSAD) did not release any reports during this period. VEAC continues its long-term, ongoing study of the services and benefits provided to members of the Canadian Forces; to Veterans; to members and former members of the Royal Canadian Mounted Police and their families.

The primary focus of their study is the implementation of the New Veterans Charter.
