This diagram is a horizontal flow chart that depicts a step by step process, flowing from left to right, illustrating how ACOA and other federal and provincial departmental activities ultimately lead to prosperity.

The diagram itself comprises six sections or boxes. The first set of two boxes, linked by an arrow, starts at the top and left hand side of the page. The second set of two boxes, also linked by an arrow, starts at the bottom and left hand side of the page. Both these sets of boxes end up converging, with an arrow, into the last two boxes, which are linked by an arrow as well. The first of these boxes indicates "competitiveness", while the last box indicates “prosperity”.

The two top boxes depict how ACOA activities lead to prosperity, while the two bottom boxes show how other federal and provincial departmental activities lead to prosperity.

The first upper box of the diagram shows ACOA’s three program activities, these are Enterprise Development; Community Development; and Policy Advocacy and Coordination. This box feeds into the second upper box, which identifies three key areas:
1. Productivity (which includes innovation, acquisition of technology and equipment, business skills development, and access to capital for firms and communities);
2. Infrastructure support; and
3. Access to international trade.
These three key areas converge into competitiveness, which flows into prosperity.

The first bottom box of the diagram indicates other federal and provincial government departments. This feeds into the second bottom box, which indicates business climate, regulatory environment, exchange rates and fiscal policy. These flow into competitiveness, which flows into prosperity.

With prosperity, ACOA achieves its mandate of increased earned incomes and employment opportunities.
