  2. Demonstrated competence and understanding of the classification system and related policies, directives and guidelines by delegated employees
  3. Organizations and job designs, integrated with business and other HR plans, which enhance program delivery, in a cost-effective manner
  4. Classification decisions, which facilitate other human resources management activities in support of program delivery in a timely manner, while assuring the integrity of the system across the core public administration
  5. An active classification monitoring program continually improving the quality of organization, job design and the integrity of the classification system. An early warning system is in place.
