Submitting Evaluation Products to the Treasury Board Secretariat

Evaluation Reports:                          

Under the new Directive on the Evaluation Function , Heads of Evaluation of both large and small departments and agencies are required to submit all evaluation reports, including management responses and action plans, to the Treasury Board Secretariat (TBS), upon approval by the Deputy Head.

Documents that are not classified or protected can be submitted to the email address evaluation@tbs-sct.gc.ca . Other documents should be submitted following the appropriate security procedures and sent to the following address:

Also, TBS should be notified once reports are posted on your departmental Web site so a link to the report can be added to the TBS Audit and Evaluation Database.   Please send your notification to evaluation@tbs-sct.gc.ca.    

Departmental Evaluation Plans:      

Under the new Directive on the Evaluation Function , Heads of Evaluation are responsible for submitting their departmental evaluation plan, as approved by the Deputy Head, to the Treasury Board of Canada Secretariat at the beginning of each fiscal year. According to the Policy on Evaluation, the approved evaluation plan will include a confirmation by the Deputy Head indicating that the departmental evaluation plan:  

  1. aligns with and supports the departmental Management, Resources and Results Structure;
  2. supports the requirements of the Expenditure Management System, including strategic reviews; and,
  3. includes all ongoing programs of grants and contributions as required by section 42.1 of the Financial Administration Act .

In light of the fact that 2009-10 is a transition year for departments to comply with the new policy, the first departmental evaluation plans submitted under the new policy, which will show planned evaluations over the five year period from 2010-11 to 2014-15, must be received by TBS no later than April 15th, 2010.   Plans for the current fiscal year (i.e., that cover a period starting in 2009-2010) can be submitted to TBS through evaluation@tbs-sct.gc.ca as they are approved and become available.
